First of all, in order to build the church you need to be a preacher, so you’ll have to obtain a proper education.
Education is a keystone of being a preacher. As a rule, a preacher has to take a 4-year degree to start a career. The majors for a religious leadership career include Bible or pastoral studies, theology and ministry. The program courses include topics in the Old and New Testament, ethics, theology, sociology, and pastoral studies. It should be noted that the above is an essential requirement. Various congregations and churches have different requirements. Some of them may require a strong background in Bible studies or several associated courses. Other religious groups may require bachelor’s or master’s degree of seminary university.Talking about master’s degree, we should note that most of these programs include hands-on experience. E.g., a preacher-student may be sent to some local church or student ministry. Defining the scope of your church, drafting its bylaws and rules, and forming membership could take about a year, depending on your abilities and willingness to attract people. You also shouldn’t forget about the preparation of documents to form a non-profit. In total, the creation of your own church can take from one to four years. The world is full of kind and good people, who can provide their help and services in order to assist you in your challenging task. Find the educational facility with good religious studies programs.

There is no central governance of the Anglican Church. Each of the member churches or provinces of the Anglican Communion is governed independently. The rules under which a church is governed are called canon law.
The structure of canon law is not altogether unlike that of modern civil law. A parish has rules or bylaws, which must conform to the rules or canons of the diocese of which it is a member; that diocese in turn must stay within the canons of its province or national church. The provinces and national churches, by choice, have inherited the canons of the Christian church dating back to its earliest days. This accumulation of canons over the centuries and throughout the world is collectively referred to as Anglican Canon Law.
Some of the member churches of the Anglican Communion have placed their constitutions and canons online; so have many dioceses and even a parish or two. You can find these by using a search engine and the key words 'Anglican' 'Canon' Law' and whatever other modifier you like.
Every 2 years once there is a Synod Conference at which all of the bishops of the Anglican Communion gather to debate issues of doctrine. Doctrine can indirectly affect church governance, but resolutions passed at the Synod Conference are not binding on any member churches unless they choose to modify their own canons to be bound by them. However, a church that rejects too much of the doctrine of the Anglican Communion may find itself unwelcome to be or remain part of that Communion.
You are Welcome have questions and you have answers replied. Feel free to email us to develop your Church and One of our Bishops would be there to assist You. Be Blessed.
